Matt McCall is a Marine Corps veteran and widely experienced, government contractor and consultant, skilled at delivering and managing the marketing/advertising work product often needed by government.As lead principal and point man for Duffel Bag’s offering, Matt offers the range of essential certifications (HUBzone, SDVOSB) documented businesses acumen and relationships with a numerous, trusted providers of critical goods and services needed for successful, government contracting marketing services delivery.

David M. Nellis is a principal owner of ROI (Return On Investment, Inc.), one of the Washington, D.C. area’s oldest and most successful, strategic marketing communications agencies.

Set Asides: Awards between $3,500 and $150,000 can be directed to small businesses.  Duffel Bag is eligible to participate in procurement actions set aside for small businesses, historically underutilized, business zone businesses (HUBZONEs), service-disabled, veteran-owned small businesses (SDVOSBs) and 8(a) participants.


Duffel Bag meets all eligibility requirements for projects offered through SDVOSB and HUBZone:

SDVOSB (the Service-Disabled Veteran-Owned Small Business Concern Program) provides procuring agencies with the authority to set acquisitions aside for exclusive competition among service-disabled veteran-owned small business concerns, as well as the authority to make sole source awards to service-disabled veteran-owned small business concerns if certain conditions are met.

The HubZone Program (the Historically Underutilized Business Zones) falls under the auspices of the U.S. Small Business Administration. It encourages economic development in historically underutilized business zones – “HUBZones” – through the establishment of preferences. SBA’s HUBZone program is in line with the efforts of both the Federal Government and Congress to promote economic development and employment growth in distressed areas, by providing access to more federal contracting opportunities.
